The competence of staff is qualified through their technical knowledge, skill, experience, qualifications and adherence to relevant standards, regulations and legislation such as;
Key Requirements:-
BS 7121 “The Safe Use Of Cranes” makes it clear that the Hirer is in overall control of the lifting operation and has responsibility for providing suitably trained and competent personnel to ensure adequate supervision of the operation.
Person or organisation who requires a lifting operation to be carried out and who has responsibility for safe use of the crane.
The employing organisation should contract an appointed person prior to each specific lifting operation. The appointed person should ensure that the safe system of work is undertaken.
Note: Provision of an appointed person does not lessen the legal responsibility of the employing organisation for ensuring safety. The appointed person may have other duties and is not necessarily a direct employee of the employing organisation. The appointed person should have sufficient training and experience to carry out all duties competently.
The person or organisation with overall control of the place of work and the employers of personnel involved in the lifting operation should be responsible for safety. For responsibility to be effectively discharged, the appointed person should have sufficient authority to ensure that appropriate safety systems are in operation.
